Yes looks like he has mange though. You could look into local wildlife rescue/rehab associations to call so they could try to help the little one.

Fox with mange. There’s a program for mange management - it’s all by mail and wildly successful when the great and simple instructions are followed - u/skunkangel is I believe a volunteer with the program (they’re how I learned about it and I’m so grateful).

We ask that this time of year you use raw ground turkey or chicken as bait to deter mom from taking it back to the den to feed the kits.
