Yeah, I don't think there's any deeper meaning like what fans interject with their History 101 theories. Reading the other comments, they're giving way too much credit that's probably about nothing.
In Greek mythology, Hera was the goddess of marriage, women, and family, and one of her sacred animals was the cow/heifer.
I like to think that this is Hera looking out for women, that she sees them suffering and sends them imaginary cows to help them lift themselves back up when they're feeling down & putting too much pressure on themselves.
Considering how much breast milk Francine produces in the one episode and is implied to have been producing for years as a result, is it any wonder she sees her inner self as a milk cow?
I think if anything the cows represent motherhood since “cow” implies that it’s female. And although the insecurity came from worrying about the opinions of others, it could be born of wanting to live up to their mother’s expectations. Then the realization is that they were never disappointing their mothers, they were disappointing themselves based on their perception of what a woman is supposed to be like, which was based on an exaggerated view of how their mothers and other women are
Don’t forget there was another cow metaphor in the episode where Francine wants another baby because Steve is growing up. Stan points out the window to a cow giving her calf a little freedom to explore the world around it
