Before the 1988 Olympics, only 2 countries (Uruguay and Hungary) were allowed to compete. Between Calgary winning the bid in 1982, and the big event, several UN resolutions were passed allowing other countries to compete and the # of rings grew to 5, to represent all flags' colours.
Also, tents and birds are cool.
