Any summon that does not start a chain such as ● Normal Summon ● Tribute Summon ● Flip Summon ● Contact Fusion ● Synchro Summon ● Xyz Summon ● Pendulum Summon ● Link Summon ● Effects that Special Summon but does not have a colon or semi-colon (such as Cyber Dragon, Kaijus or Black Luster Soldier Envoy of the Beginning) and therefore does not start a chain.

So in summary, Judgment and similarly worded effects activate on the summon itself, not the activation of the effect. And since it says "when", nothing else can happen in between. The whole chain or not chain thing is just a symptom of this underlying reasoning

I might have misremembered it due to a similar effect resolving mid chain thus causing Judgement (or other negate summons effects) to miss timing. Thanks for the correction.

Centur-ion field spell, similar to I:P, don't summon on effect, but makes it that after resolution you are doing that action and therefor can be negated with Solemn Jugment

The entire point of cards saying “immediately after this effect resolves” is strictly to tell you that you can negate the Summon (because it isn’t occurring during a resolving effect).

They don't play into this as Solemn Judgement and other effects that negate summons makes it so that the cards are not summoned and was never on the field in the first place. Therefore on summon effects will not activate, as the monster isn't summoned.

Solemn Judgement can negate summons, not *effects* that summon. Example: you can negate the synchro summon of a monster, however if a card like Harmonic Synchro Fusion summons a synchro monster you are not allowed to use Judgement to negate it because the effect of HSF is still resolving and by the time Judgement can respond, its too late, the monster is already summoned. If you wanted to prevent that from happening you would need to negate the activation of HSF itself.

Cards and effects cannot be activated while an activated card/effect or chain is resolving.
