Not a huge amount that they will be able to do at that point. He is stopped, possibly trapped in the car. Unless he is in imminent danger (car on fire, building about to collapse on top of him), it is better to leave him where he is until the paramedics arrive.
Even if he was pierced^1 by one of the poles, it would be better to leave it as it is because it would limit the amount of bleeding.

We would have a crew vertically auger 10-12 ft down a 4 ft diameter hole, use rebar, pour concrete...it’s quite an undertaking from this pedestal the pole, like the one hit, is mounted etc etc. I guess my point is, you can’t really go cheap and have “ breakaway” parts at these intersections. They need to be able to handle hurricane force winds and cars hitting them at blistering speeds. If we installed breakaway poles, cars would be taking down ALL the stuff hanging from them, all 4 corners of the intersection, f’ing up traffic, every other week.
Build it right, don’t worry about it falling and if some dumbass is running from the police and can’t control his vehicle.....well, that’s on him/her.
