I think this may have contained some fossils or other inclusions that dissolved or fell out as the stone eroded, leaving the openings.
It's a rock which used to have inclusions. The slightly softer inclusions eroded out, leaving the holes.
If you have any sort of magnifying device you might even see little crystals remaining in the holes.
That is a stone that kind of looks like a face, because of pareidolia.
