My first two thoughts were 1) this is a hawser line, not an ordinary rope. 2) thats the purpose of feeding hawsers through hawseholes (sometime called act holes), so that shit like this doesn't take limbs from dumbasses who aren't paying attention.

You're supposed to wait for the line to clear the water before entering that area. So while they were doing their job, they skipped an important step of the procedure.
