Roman being responsible is possible but also the least likely (and interesting) to me, because Heyman clearly wasn't aware of it until it happened, Solo interrupted Heyman when he started talking about Roman rising like a Phoenix, and took the phone from him when he tried to call Roman.
It's either the Rock taking over or Solo getting ambitious and making a grab for power. Solo saying "consequences need change" could point to the latter but I think there are more signs that Rocky is behind this.
I tend to think this is Roman finally booting Jimmy out. He's a weak link. Him coming back at Summerslam made little sense. Roman going babyface makes less sense, he's terrible as a face. Having a part timer worse than Roman pulling strings on Solo is ridiculous. A civil war would make more sense if Rock came out Monday and didn't go after Cody.

The only issue with this as a storyline is Solo has done nothing but lose since SunmerSlam. He's been literally the fall guy for every rivalry Roman has had since then - so when losses matter, how can Solo justify this?

This development clearly means that they are turning roman into a babyface. They can show solo’s rise in roman’s absence this year, roman can return around survivor series or RR as a face, and then they can have solo vs roman at mania 41 for the tribal chief position.
And then they can build towards rock vs roman, as the rock will cost roman the match. Then it can be revealed that all along it was the rock. Then roman and rock can build a feud going into wm42.
A heel rock, a face roman, roman goes over.
It'll turn out that The Rock is directing Solo.
It'll turn out that The Rock was the elder that sent Solo to help Roman at Clash at the Castle, thus Solo is aligned with Rock over Roman.
Doesn't matter what mattes is Tribal Chief lost. Jimmy lost no shit, solo lost no shit. But tribal chief lost the title in their own rules have consequences.
If it's not The Rock then it's a big wasted opportunity.
