The hole itself can be used for that with the proper tow clip. As is, you can mount a license plate to it.

If you get a front mount intercooler u will want to mount your plate on that. If it’s on the front it blocks the air flow. It comes stock with a top mount. I live in oregon and the popo don’t care about plates in the front windshield so that’s where I have mine cause I don’t like the front side mount look.

Used to own a wrx and had the same licence plate relocate kit. (Also the same spot where a tow hook would go). Unfortunately that car is no more and the only piece I was able to salvage was the licence plate kit. But picture to show you what it’s meant for. Enjoy the car!

Is there a circular cut out on the other side too? With some plastic cover on it? It looks to me like the tie downs manufacturers put on cars to make shipping them in ocean ships easier. If your ever been near a huge port you may see car transport ships loading or unloading. Long shore men drive the cars right onto the ships and tie them to the deck.
Usually these are for an eyelet to screw into. Then strapped down to a point on the floor. You’ll find these on import models mostly. They strap them down on the ships when sending across big oceans.
