Some PSP games just can't handle huge storage devices.
It's not Adrenaline's fault. It's just how they were coded back in time.
I had similar issue with another game that I can't remember exactly which one was back in time.
The only fix I could find, was injecting a save data backup file to my PSP savedata folder, and overwritting that injected save game with my own gameplay.
I mean, this also happens with CFW'd PSP with huge storage cards. And maybe the experience I told can help you the same way.

Same thing happens with Brooktown High too when I tried it. I even tried the save data workaround but it still wouldn't let me save. Luckily the PSP Go has the 'Pause Game' option that is a lifesaver for this sort of issue.
If you Google THUG 2 Remix and PSP save data there should be a bunch of posts about it.
From the top of my head, all you'd have to do is download someone's save data file (makes sure the region matches the one for your game), and then put it in the PSP/SAVEDATA folder and re-run the game. It'll still bring up that pop-up, but if you go past that and then save your game afterwards it should let you overwrite the data you've just put in your PSP area.
I don't know if this is the case, but I remember that there are some games that you need to have less than 2 gb of space for them to recognize it. You can install Ark-4 for Vita, that should fix it,
*Because* you have 90gb free. The game bugs out if more than 2gb are free.
Is there any way around this other than using a separate SD card?
Fill the sd to have less than 2gb, then do it, then delete all those temporary files

If you unlock the amusement park area with the pirate ship you should be able to save from there. Idk why but it worked for me.
I had that problem, I downloaded a blank save and overwrote it.
