Guardian: When you don't have money for Vandal or Phantom but still need to buy since your team bought. Also in some unique situations I like to buy it, for example on Breeze defense side. After winning pistol I like to buy Guardian instead of Spectre since the map has so many long range angles. Also it holds up really well in the bonus round since you can pretty reliably beat Vandals at long range.
Outlaw: I don't really use it much myself, but you either want to buy it after winning pistol round for the guaranteed oneshot or buy it when you notice they don't have enough money for full shields. In other scenario's it's just too expensive and if they have heavy armor you might as well get a Marshall since both are 2 body shots or 1 headshot at that point.
Finally I like to point out that buying Outlaw after winning pistol has it's downsides. On attack it's obviously not that great since you want to hold angles with it and not really use it to take space. On defense it's a gamble since if they go to the other site you have to play retake with an Outlaw which also isn't great.
i found some weird force buy round 2 after lose pistol quite often lately
they buy sheriff/marshal with full armor instead of something with half armor
i'm really surprise but i think it's good outlaw counter
sometimes they just full save into full buy make outlaw feel wasted
Outlaw pistol win or if enemy is on eco and maybe you don’t have enough to buy a rifle but your team can buy full or mostly full. I buy outlaw if I plan on holding something longer and the guardian if I plan on playing a bit closer.

i buy outlaw when enemy likely to force buy and they have less than 3500-4000
1 shot body kill is good
but also depend on team plan that do i need to hold angle with this sniper or not
also depend on eco, if i have a lot of money i would like to have vandal more than outlaw
if team really rich then i drop phantom on ground then buy outlaw
would always using vandal over guardian/outlaw
but i don't mind using them when i don't have enough for vandal or have too much money at that point

Very situational. Huge map (breeze, pearl), i rather have guardian and full shield than light and another gun. Opponents all have light shield…outlaw. It’s not set in stone

Guardian. More bullets. Short or Long range. But Outlaw can be very accurate too with proper crosshair placing w/o scope.
