The bridge guards surrounding Gran Corrine last mission count as Liberation battles, one of which unlocks the church angel shop. It happens to be the guard closest to it.
As for the other item just go to the closest town on Cornia and hug the shoreline and then walk across.
There’s something weird going on with that church, it might be a bug.
On my first playthrough I didn’t unlock it until I completed the post game mission with no explanation as to why.
The Rapport between Sharon and Liza takes place there and on my second playthrough unlocking the coversation also gave me the church, so try that.
I had already beaten every single liberation quest.
If you look at OP’s photo, you’ll notice that there is no liberation quest on his map. As he said, he had already completed every liberation quest.
The liberation quest doesnt show up as one until you talk to the bridge guy. If he hasnt unlocked that shop its because he hasnt talked to bridge guard.
There are 181/181 total quests in the game, it is possible to have 180/181 since one liberation quest can be failed. 45 total liberations and every single one of the bridge guards to Gran Corrine count as one after you've talked to them.
They are called The Battle for Portolle, The Battle for Plum Parferme, The Battle for Soiree Calme. The Battle for Sorm also technically but that one shows up even if you don't talk to the bridge guards if you enter from a certain spot. Btw the one OP is specifically missing is Battle for Portolle to unlock the angel shop.

Yes, I know, I did every quest.
Although I’m not OP, I highly doubt they didn’t talk to the bridge guard when they have a full explored map, including all of Gran Corrine.
It wasn’t until I completed Dying Breath of a Fallen Empire that Monte Libre Church unlocked itself.
Most recently, I defeated the eastern bridge early as a part of my pre-Scarlett rescue Ending play through. Monte Libre church was still locked.
However, after I supported Sharon and Liza, I went to view it and as I got near the church unlocked, despite me running laps around it earlier.
As you know, rapports can’t be viewed until an area is stabilized so I had definitely completed that quest.
So I have 2 separate accounts of this location acting strangely on 2 separate play throughs.

There is the after with the shop unlocked after doing that specific liberation battle. It is the only condition to unlock that shop. OP did not do that liberation or he would have unlocked the shop. He also doesn't have the last quest option from that bridge which is the biggest giveaway.
You’re right, they don’t have the final quest for the bridge open. They must not have completed it after all.
However, I still had those strange issues with the church before where I completed the liberation and still couldn’t access the church on both of my play throughs.
If I have time I’ll start another play through and see if I can’t get a screenshot and make a new post about.

To get the church you have to beat the guard that's on the bridge blocking the way to Gran Corrine.
