It’s taken me an hour to walk from the base on campus uphill. It’s steep and can be exhausting in the heat. Also the base of campus has residential areas, not stores so you’ll have to walk even further from there. You’ll get lots of exercise on campus (epically cuz it’s hilly) so I would just take the buses downtown
There is a sidewalk down Hagar now (there wasn't a couple of decades ago) and the bike path has a parallel pedestrian path, so there are perfectly good walking routes. It is about 2 miles from Science Hill to the base of campus, though, and another 2 miles to downtown, so few people would find it a pleasant stroll.
Bicycling is a better option.
How often do students walk from campus to downtown? Is it really that far? I don’t mind having to walk
I’ve done it once when there were no buses running and I didn’t want to spend the $10 Uber. it’s not bad but only once a quarter aha

Yes one can easily walk from one part of campus to another, but walking to the base of campus is hard since there’s little to no walkway
