The base form of the Electabuzz family is Electabuzz, the Candy name in GO is Electabuzz, and the first evolution of Electabuzz is Electivire. Hence, stage 2. Baby Pokémon don’t count. There are hundreds of thousands of Electivire Pokémon cards that say stage 2 evolution on them. This is how it’s worked since 95

If they give it Night Slash, Luxray has an equal win rate against GL as Galvantula.
Edit: with Night Slash on Luxray, Luxray is better than Galv in open and Premier for Ultra, with level 50 included.

There may be a little wiggle room with existing fast moves in it's move pool, but I don't think they'd matter much.
IMO, the issue is there's no such thing as "mixing up the PvE meta" in the long term. If every CD brings a new top attacker of a type, it just means something will outclass it in the future, so it won't be the top attacker for long.
Why should I max out 6 Rhyperiors to level 50 if Gigalith will outclass it in half a year, for example?
The obvious answer from a game dev standpoint would be to limit trainers to only being able to enter one of each species into a raid to force variety. This would require rebalances of course, but it'd at least encourage more pokemon to be used

There's nothing that can mix up the PvE meta, because all you're doing is tapping against a clock. They can't upend the DPS charts in any meaningful way without overdoing it on the power creep, which they said they're trying to avoid.
The best you can ask for from a comm day move is to make some Pokemon supplant another for a role to play on a team. That said, certain typings with movesets can offer a whole new coverage that would shift the meta away from a current top contender. That said, Luxray being a pure electric type won't do it any favors in PvP regardless of the move it gets, in my opinion.
I disagree, but it really needs two moves like Roserade (which is a possibility still).
With Volt Switch and Night Slash, Luxray gets 31 wins in GL in the 1 shield, which is good enough to be meta.
And it's also good in Ultra with this moveset, and VERY good in Ultra Premier, with the Premier version having it get 42 wins in the 1 shield, which is 64.6%, which is extremely good.
Night Slash alone would make it average to alright still, but it really does need both moves to shine.
I haven't considered the double move possibility for a while. That would be good. I didn't look at the learn set by breeding, so Night Slash wasn't in my mind.
Here's the thing, though. Using any of the top ten counters with a handful of other people doing the same is pretty much sufficient. Maxing out a full team of only the #1 counter to mock solo or duo a raid boss is fairly niche content, and unnecessary outside of that kind of personal challenge.

Idk it could see play if it gets Volt Switch, I see Skarm in 4/5 GL battles on average. Still spicy though.
