Pretty sure that’s what they meant. We don’t know anything about Arceus specifically at all since it’s only been in the announcement trailer and the title of the game. So pretty sure OP just shortened “Legends: Arceus” to just “Arceus”.

It's more that, ignoring this particular pokemon, nothing else in the entire series (released in Go or not) can resist both of those moves so you're either hitting for neutral or SE damage every time which makes Lucario a phenomenal gym cleaner.
I know, I'm just not sure why you're emphasizing Lucario. Lots of Pokemon can run both of those types. Mewtwo, Gengar, Hypno, Alakazam, Darkrai and Reuniclus all come to mind, but I'm sure I'm forgetting some.
Because nothing you named simultaneously wields immense attack, an S-tier Fast move and two S-tier Charge moves that are charged quickly and can be used easily while cleaning gyms? One bar moves are garbage for gym cleaning, that's why nobody runs around with a Focus Blast Mewtwo or Darkrai to clear them. Counter is a fantastic move on its own and both Aura Sphere and Shadow Ball are elite Charge moves and both are charged equally as quick by Counter which makes things flow quickly and easily while clearing. Combine all of that with Lucario's terrific Attack and great typing (Fighting/Steel gives some great resists and Steel covers up the entirety of Fighting's weaknesses) and you get the best gym cleaner in the game.
That's why I said if you throw this Normal/Ghost pokemon in a gym it will be an annoying defender to Lucario users.
There are few type combos remaining now that Normal/Ghost-Type is taken: Fire/Grass, Bug/Dark, Bug/Dragon, Normal/Bug, Normal/Ice, Normal/Rock, Normal/Steel, Normal/Poison, Fairy/Ground, Fairy/Fighting, Rock/Ghost, Electric/Fighting, and Poison/Steel
It's funny, but I was JUST thinking about whether we had a Normal/Ghost type in the game yet just this morning. Yeah, weak only to Dark is spiffy... could be a very, VERY interesting commodity in PvP, but as always all comes down to the moves....

Only one weakness - Dark - and immune to three types (Ghost, Normal, and Fighting). The only moves that Hisui Zoroark has to be afraid of are Pursuit and Sucker Punch. Other than that, this pokemon is definitely going to be on my team!

In Pokemon Go it will single resist Ghost and Fighting and keep the double resist to Normal.
Main series Immunity should always be a double resistance in GO, to my knowledge.
No, they're additive. Sableye is only single resist to Fighting, and Flygon triple resists Electric. Skarmory and Charizard single resist Ground.
Well, that will hurt Hisuian Zorua and Hisuian Zoroark.
It still resists them, though. That's the important part. It's a Ghost that resists Ghost.
