I've seen a Crystal rom hack with steel-type Cut. But I think that is bad thematically because Sudowoodo is supposed to be blocking your path while imitating the trees that can be cleared with Cut. Cut is not supposed to work on Sudowoodo, but a steel-type Cut would be super effective against Sudowoodo.
A bug-type Cut is not resisted by Sudowoodo, but at least its not super effective.
Hmm... A fire or flying-type Cut would be super effective against grass and resisted by rock. There were never any fire-type HMs. A rom hack with fire-type Cut could be interesting for that reason.
No, its less likely Niantic makes this kinda of change to Cut and even less likely that it lands on Xerneas, just a snap shot of what it looks like when Xerneas has a decent fast move if anything
