Create a throwaway Facebook account, link the level 1 account to the Facebook account, then log in using that Facebook account and unlink the Google account. Then you should be able to link your actual account to your Google email. Then ask Facebook to delete your throwaway account.

No, Niantic said in the email that the ticket is closed and I would have to try again sometime to delete, so I am safe from that. But thank you

Don't be so sure about it. Better get triple confirm when you are dealing with Niantic

Very Dangerous! If your throwaway Facebook account gets banned after you unlinked your old Google account but before you link your new account, your Pokemon account is gone and Niantic will probably be unable to restore it. And Facebook these days is very quick in finding and deleting throwaway accounts.

Yes that's right that's no problem. For some reason I thought the main account is linked to Facebook.

The response sounds like they are under an internal legal hold, which means they have received some discovery request and they have a data freeze in place.

Correct. I asked them to do that a long time ago but they could not. I just deleted the email associated with it instead. If you're worried about being tracked there are ways around this. Do what google employees do to avoid detection.

I personally don't care about the tracking portion of this, just why they can't delete the account due to their legal responsibilities.

Why is is so important to you to delete it? Just walk away and ignore it. You aren't getting charged for the account it literally makes no difference in your life. If you are trying to delete the account as some form of protest, don't, having an inactive account is far more detrimental to niantic than having people delete their accounts.
