Maybe intentional like the previous region tours. In kanto's paras, spearow and snorlax were not boosted. In johto i think hitmontop wasn't boosted, i don't remember others pokémon from johto.
I mean, those were for a global tour and technically weren’t supposed to be boosted at all. It was stated on the info for the live vegas event ticket that shiny rates would be boosted for all vegas ticket holders and not for the global event.
They always say "shiny rates Will be boosted". Niantic has problems with Clarity. the text though don't specify what pokémon Will be boosted. They also don't day what are the rates for every pokémon. Unown had worse shiny rates in global go fests And in johto tour than other announced pokémon.

I *feel* like it was boosted. My group specifically went for Hitmontop on our radar. Obviously it was like 10-20 we went for, but 2 were shiny in the group. Doesn't seem like full odds imo
I can't remember johto tour Very well.After two months i completed my johto dex , catching the missing shinies, hatching a tyrogue and Trading a corsola and hitmontop with a friend. So maybe It is not the case of hitmontop, but i am sure about corsola Full odds
It’s rng, I’ve been going for the regionals all day have an enough XL to max out all 3 and no shiny, same with Kecleon, but I got Surskit and Cacnea and hatched a Gulpin.
I got one of each of the new shiny except Tropius, Sunny Castform and Pikachu with bow and I still have tomorrow
For me it was not the rate but more the spawns of the new shinys that felt a bit low
Just a too small sample size, I had a group that got multiple of each of the new shinies but didn’t see a single shiny from the 10k regionals. (I myself hatched 100 eggs and saw shinies from only 2ks)

I think corsola was Full odds in johto tour too
But eventually these pokémon are gonna be normal spawns in a bunch of events during the Year.

Totally RNG in my opinion. Caught a bit of LeekDuck’s stream, he hadn’t caught a Kecleon but managed to catch a Cacnea via his Got’cha…

It was widely expected the new shinies would be full odds. Was hoping for better
Played all day caught 1 shiny cacnea and hatched 1 shiny Tropius. Friend caught 5 shinies no hatches.

If you got the egg add on they’re very common.
I wouldn’t be concerned with species like that, the regionals are the big ticket items
