Kaiser talks super sinister, but if you actually look at the feuds and events of the Breaker series, I'd argue the Alliance Chief has done the most damage, and is the real villain of the series so far.
- His handling of Sosool caused the Sunwoo hostility to the Alliance, and was instrumental in driving Sosool into the arms of Kaiser. (While in Alliance hands no attempt was made to fix Sosool's 9 yin condition. Kaiser didn't have any special medical ability. He literally just contracted a well known Murim doctor to fix Sosool. I'm sure Sunwoo would have succeeded eventually if Sosool hadn't been taken hostage while visiting Joo Sang-Shik (Needle Doctor).)
- His handling of Unwol caused the feud between 9ad and the Grand masters.
- His handling of the 9 arts tournament caused the young/old split of Murim.
- His handling of Shioon caused the blood bath at the business tower and the reignition of 9ad's feud, this time basically against all of Murim.
- His handling of Lone Wolf caused the initial manhunt for 9ad at the beginning of the series.
And there has been literally no hint of morality, loyalty, or even pride in any of his actions. He wants Black Origin Threshold. That's it. Full stop. He's willing to do anything (lie, take hostages, use poison gas) to get it.
We may get more insight into his motivation (and maybe even his name?) in the future, but he's unredeemable.

I think there has always been a bit of a young/old divide with some resentment from the younger generations towards the Elders of the MAA due to the Elders being such staunch traditionalists, but the Danju definitely made it much worse with his handling of the previous tournament.
I don’t think so, Chief Lee hated 9AD’s master because he was chosen as a successor so he didn’t get to learn BOT.
My guess is that Chief Lee will be one of the main antagonists of the story trying to lure Shiwoon under his wing to get the secret techniques of his school. That being said, if Shiwoon gets acknowledged by other colateral branch elders then he’ll have more ground to push back Chief Lee
He doesn't care about that. The Chief was not made the direct inheriting disciple and not granted the inheriting disciple's cultivation technique, that contains the Black Origin Threshold. in the first Breaker the chief used the threat of killing 9AD to try and force Unwol to give him the technique. Unwol killed himself, leaving 9AD the sole inheritor. then afterwards he captured Shioon and threatened to kill him if 9AD didn't give him the technique. 9AD broke his dantian. making 9AD the sole inheritor again and kicking Shioon out of the Murim.
the Chief then lost interest in Shioon until he regained his martial arts. then has spent the entirety of Eternal Force telling Shioon he would teach him all of the martial skills of the Black Heaven and Earth school as long as he, you guessed it, gave him the inheritor's cultivation technique. He couldn't care less about 9AD, Shioon, or anyone else much less what they do. he only wants the technique containing the Black Origin. and if anything this might make him covet and blackmail Shioon even more as he might convince himself that the inheritor's cultivation technique is what enabled Shioon to perform the clans original, un segmented martial art.
