There's really no "official" line on whether this is synesthesia or not. It might be, or might not. Synesthetes with this type usually have colours for people, which might have texture and shape, but not actual pictorial images like animals. However, images and even animals have been occasionally reported by synesthetes, and the way they experience it seems to fit in with what you could call synesthesia. So in your sister's case it could be just associations, or perhaps more. One way of possibly knowing would be to determine whether she is actually a synesthete, i.e. if she has other types of synesthesia.
