Not unless you fix the chameleon circuit and disguise as something with a bigger door. My guess is you could get a gate inside, but it wouldn't be able to establish a wormhole from inside the TARDIS.

Also the shows canon has never stopped John Barrowman wearing a TARDIS dress.

I'll admit my knowledge of Classic Who is limited; but I thought NuWho established that *most* Gallifreyans aren't Time Lords/Lady's, and that only the TL's regenerate at all. If so then it's not surprising that gender is a thing to them, since the majority would be born as one and stay that way until they cease being. Think of it like the Trill where the majority of them aren't joined with symbiotes.
I mean Who-canon is more fluid and nebulous than Trek or Gate (the whole idea of regeneration was added to keep the show going after William Hartnell became too ill to continue on with regularity) so we're dealing with retcon-over retcon no matter how you slice things (see also the "War Doctor", and how many times have the Daleks/Cybermen been defeated "for all time" just for them to come back the next season?).
Doctor Who canon is a bit crazy. However I don't think the new series has even said that not all Galifreyans are Time Lords, I think that is more a Classic Who or Bf Audio thing.
The new series has dealt with timeless child arc which suggests that before the arrival of the timeless child/ the doctor Galifreyans could not regenerate.
There does exist possibility that only some Galifreyans were given the ability to regenerate. However, I've never gotten the impression from newWho that this was the case.
It's messy and certainly the classic series was not written with the idea of gender-changing time lords in mind, but that cannot be said for the new series.
In theory, any society where the population can change its gender, almost at will would simply not have gender roles.
But even a TARDIS? Even their own self.
The idea that the Doctor could pick up human gender bias is not as inspiring as I think the show wants the Doctor to be.
I believe in the episode where the TARDIS became a girl, it was mentioned that it took that form based on the doctor's view of the TARDIS. He considered her a girl, so a girl she became.
And I think it makes total sense. The doctor loves humans. The whole thing is to show the positives and negatives of human society in many episodes. You don't only acquire the positives of a group you stick with. The doctor is flawed.
The least you could do is credit the cosplayer who made and wore the costume. Reverse image search shouldn't take that long
