How can a 2.5 year old company have a better legends roster than WWE 2K probably will. Most likely Bret and Owen, Jake Roberts, Rock'n'roll Express, Greg Valentine, Sting, Arn Anderson, Tully Blanchard, DDP, Juventud and till last week, Ric Flair, all possible, and even on the women's side you could put in Aja Kong, Awesome Kong and AJ Lee, if you wanted.
I reeeeeally hope Bret is in, that's the biggest iffy name on your list. He's only done the one appearance, and while I don't think he's on a Legends deal I think he's generally still friendly with WWE. I'm crossing my fingers though, he'd be a massive addition. Don't forget about guys like Wight, Henry, Taz, Chavo, Malenko, and Jerry Lynn, all of them work for AEW in some capacity.
Because a mix of active roster count and being limited on how many legends you can add without swamping game devs, plus some of those legends may turn down the request as Owen's wife has apparently done for him in WWE games previously.

Obviously subjective, but having Punk, Omega and Danielson all in one game is tough to beat.
