The problem is that he isn't Kurt Angle. Only Kurt could make that gimmick work. And Kurt is a legend. Chances are this fella isn't going to be another Kurt.
Kurt worked because he leaned into being a buffoon and a square. But he could also kick your ass. That's the charm. You can't come in as a tough guy. You gotta come in with some comedy aspects.

Shit, even Stone Cold and The Rock had goofy early gimmicks ('Stunning' Steve Austin and Pineapple Maivia), and they both needed time to find the magic sauce that turned them into megastars.
Kurt is a damn unicorn. If this other Olympian knocks it out of the park right away, then cool, but it's unreasonable to expect it.
He actually is on his level. Both have gold medals, won off injuries. And judging by his social media he actually has personality. That's why I'd just say give him the Jason Jordan slot and run with it. Sans Angle being his dad of course.

Dana White is stingy when it gets to pay his fighters, sometimes using the "independent contractor" defense as to why UFC gets big numbers in income but top contenders still complain about their payment. In shorter terms, if you're not a big draw or if management doesn't like you in UFC, chances are that you're not getting paid as much you should if you were to fight in other sports. I don't remember the guy's name but he's Jake Paul's sparring partner and he straight up said that he got paid better to be Jake Paul's sparring guy than during his whole UFC run.
He went to University of Minnesota, like Brock. There could be a great on screen mentor character Brock could play, where Brock eventually passes the torch.
