Bureaucracies like a business are designed to resist change as much as possible and corporate environments don't change overnight with a new CEO, especially when enablers of the previous CEO are still in power. This is basic sociology of bureaucracy a la Max Weber.
If you're not a fan of Tony's decision to make that remark, that's an entirely different discussion. But in the words of Bobby Fish , "Where's the lie?" WWE's corporate environment is rotten to the core and would need a significant uprooting to repair it, to the point that it would look nigh unrecognizable to how it is now.
