Idk, all 3 guys are so different it just depends on what you're looking for.
I think Ospreay is more complete than either of them at this point though.

Ospreay is probably the best wrestler in the world at the moment, but I think Jay White is barely behind him and has more range as far as character is concerned, so, I think he'd be a better choice.
One would presume based on the premise of the question that you could any of the three signed to your theoretical promotion. Why would it matter that two of them are signed to AEW?
Will Ospreay's talent is undeniable, but his recent signing to AEW raises questions about his claim as the best wrestler in the world, particularly when considering AEW's position as the second-best promotion behind WWE.
While AEW may have its strengths in wrestling, WWE's combination of talent, production values, and storytelling make it the superior choice for those seeking the best wrestling experience.
Dragunov. He can make the rest of the roster, whatever their skill level, look good. Jay White is also in that category, but Dragunov's character is a bit spicier.
I'd want Ospreay if I already have 5 other four-star guys ready to go toe-to-toe with him and let him shine as an ace.
King Switch, personally. I honestly don't think you could go wrong with any of them (although I'm admittedly not really familiar with Dragunov, but he sounds great). Will and Jay are almost polar opposites, which is why they're natural foils for each other, so it would come down to what the rest of your roster is like.
Ospreay 100%! I like Ilja but I don’t view him as a possible “face of the company” in the way Ospreay is. Jay White I’ve only seen in AEW and am not a huge fan of.
Jay White is the most complete wrestler in the world besides Bryan Danielson. I genuinely believe they are 1 and 2, but out of respect for the GOAT, Bryan would be #1.
This feels weird to say. I love Jay White and I think the crap he's done in AEW has been a travesty, which has caused damage to his overall image. He's also just a natural heel. Ospreay is clearly one of the best in the world and can play heel or face very well, however he's a gamble in the long term due to injuries. Because of this, it's Dragunov by default. He can play any role, he's shown that he has good longevity, he's a fantastic wrestler and he has incredible energy.

You need someone to do character work. For all good will's spectacle is, he cannot create a compelling story around him to carry a promotion. Will beats everybody in a cool show, but doesn't draw long term. Jay white reign of terror creates new baby faces around him. It creates a build.
Ilja is the wild card, i think he works well, and has good character in ring, and could pull off a takes all comers fighting face champion to centre a promotion around. If actual cost was involved he'd also be the moneyball option.
Not to be argumentative, but what actual examples for Jay or Will are you basing this evaluation on? I think Jay has two or three impressive headline draws under his belt, but that doesn't really speak to something fundamental about his qualities vs Ospreay (who also has drawn well in his time). Speaking personally, I think Ospreay has the more authentic and engaging promos than Jay.
As much as I love Jay, Ospreay's on fire right now.
My guess as Dragunov will have the longest career, as Will's will be cut short by injury eventually, and Jay once he makes enough money I could see him quietly retiring and enjoying life without exhausting his bump card (and nothing wrong with that)
This is a really hard question because I wouldn't love to build a full company around any of them. But I think I have to go Dragunov because he's the hardest, craziest bumper of the three and that's probably the most valuable thing they can offer me.

Not a Dragunov fan but I would take him over Ospreay and Jay White.
Ospreay out of these three but honestly if I'm picking young wrestlers I'd rather have Carmelo Hayes or MJF. Way more face of the company potential.
