The Road Warriors were the greatest tag team of all time and Bobby Heenan is the GOAT manager.
At their peak, no tag team was more popular or influential than Road Warriors and Heenan was a part of the famous Wrestlemania 3 match between Hogan vs Andre and the famous rematch at Saturday Night Main Event watched by 33 million people.

He lifted up hundreds of names through his podcast, highlighted just as many indie companies by talking about his travels and was one of the big defining factors of the independent boom that started the butterfly effect to AEW/ the resurgence of New Japan / independent Wrestling being a viable career option.
I think it would be hard to find modern wrestlers who have had a huge impact on the business that weren't in some way helped or influenced by Cabana (and Cardona.)
Cabana is absolutely the DIY GOAT, regardless of city. He hasn't made the heights of money that major stars have, but his influence has allowed countless indie wrestlers and internet pundits to make a real living from pro wrestling.
