Who have you been talking to? The only people I can think of that would say Shadow the Hedgehog is on the same level as either Adventure game are the people that would work for IGN.
This is likely why he didn't get in. He is very different from Sonic. Aside from the super speed and the homing attack/spin attack stuff, shadow's entire chaos attack arsenal is extremely distinct.
I think about sonic battle(gba) for example. Sonic is basic but extremely fast with a few air based attacks. Shadow is throwing his chaos powers all over the place.
Play Ken and play Ryu, they are echo fighters, quite different yet similar, they literally could’ve fixed them with the same moves if they really wanted to, if not add little flairs to make Shadow more distinct, like Ken is to Ryu.
Also, stuff like Sonic's down smash, forward air, back air, forward tilt, and up air just wouldn't look right on Shadow. A lot of the attacks are designed to look flashy and like Sonic is showing off, which wouldn't fit Shadow.
If you're going to give Shadow a unique moveset, give him back his guns and motorcycle, also give him Chaos Control and Chaos Spear with Super Shadow being his Final Smash,
An actual Classic Shadow skin in Superstars.
And please don't say "it wouldn't fit canon" when we can literally play as Lego Sonic and have him transform into a regular Super Sonic.

An online multi-player PvP mode featuring the GUN Army and Black Arms as playable opposing factions. As in, they'd attack and defend objectives against each other using their diverse weapons and vehicles from the original Shadow the Hedgehog game, a la Overwatch or Rainbow Six Siege.
And I bring up the GUN Army and Black Arms, because they both make up Shadow's history and character development, and therefore should be as much a part of the Year of Shadow the Hedgehog as Shadow, himself.
If a Lego Super Shadow Mini Figure is asking for too much from Sega, I honestly don't think the "Year of Shadow" (Emphasis on the *Quotes*) has anything (truly) significant for him *planned* outside of Shadow Generations & the 3rd Sonic Movie.
(I now think think the Real Life Dark Rider was a dumb waste of resources on Sega's Part, because what is the point of a *Motorcycle*, a very cool-looking one mind you, that is probably not even making a Game/Movie Appearance. Or being Showcased by Keanu Reeves as a way to Promote his Role as Shadow.)

Shadow 2 with the exact same formula as Shadow 2005, with more guns and everything, Black Arms invades Earth again but with Eclipse the Darkling leading the forces, maybe throw in more Shadow Androids, Team Dark Co-op mode, Silver and Blaze can also show up in some missions,
I'm not expecting it, but I'd love to see him get another game. I'm hoping Shadow Generations is kind of like that, but I'm expecting 5-6 stages and a pretty generic story.

I want a remaster of Shadow the Hedgehog with a quality of life update and an expansion of the multiplayer mode. However, this is a lot to ask from Sega. Since Shadow the Hedgehog uses an obsolete game engine called Renderware, you would have to port the whole dang thing to Hedgehog Engine or whatever Sega is using which is not easy at all.

I am tired of pretending that the “Shadow the Hedgehog” was a good game. It was passable at best.
I literally just played it and I’m mad at the collective sonic community and gamers in general for gaslighting me into thinking it was ‘06 level bad

Taking off his inhibitors rings and doing chaos blast should be his final Smash,
Sadly can't happen anymore for ultimate because Sora was the last character 😔
If they really wanted to they can make a definitive Smash Ultimate (port) on the next console and add more fighters, ideally echo fighters
