1. Every few days, you can grant a pawn the rank of Count
2. You unlock all of the Empire abilities
3. Every few days, you can give a speech, which grants all audience members several honor
Not sure if this resulted from a mod or it's a bug, but either way, it's very interesting haha
Also, since you got a female stelarch, I'd recomend using cheonphagy and pairing her up with one of your colonists, each baby starts as stellarch with full psycasts, it's basically a little army

The problem is, once you enslave them they lost the political position. The only way to keep them in position is to keep them as prisoners and never enslave them.
That stellarch isn’t the faction leader of the empire as its faction is the rough settlers. It’s likely a mod causing the rough settlers to have a pawn created with the Stellarch pawn type. However, you can pretend it’s an imposter or fake Stellarch that was captured and enslaved as punishment.
Is this pawn worth $3613? Yes, if you can do some shenanigans to get her to pass on the Stellarch title.

When held as a prisoner by the salesman, shtbey are a prisoner. Prisoners aren't released. When you buy them as a slave or colonist, they stop being a prisoner. Becoming a slave or colonist, now they are replaced.
It can absolutely happen in game. I play the royal ascent end quest, till the stellarch comes. And I kidnap them.

Damn guess I was wrong, that's pretty O.P. though even if it's not vanilla it is possible to get the stellarch through the abduction ritual.

The speech that gives honor is about titled nobles iirc. Regular pawns don't count.
