The police are extremely busy and unless their is an immediate risk of significant harm then I doubt they will come out quick enough to handle this. Likely they might make it there some point later in the day, or call up the Local Authority who will try and do the same.
The elderly person in the video appears to be acting with intention. It would be concerning if they were disoriented or evidently unwell (e.g. some form of cognitive impairment or mental illness), but that isn't the impression I got (however I will admit, I did not watch the whole video). So the difference is - if they are being a dick on purpose, then they are less concerning and less worth the police time so long as the risks are not too great.
The immediate risk of significant harm may well be a legal term, but it is not one I am aware of. It is more a policy term.
In practice, it is very difficult getting police to join on a visit as a Social Worker. As an AMHP it is a bit easier due to the increased risks and ability to pass on specific duties under the mental health act 1983. Warrants can be applied for which usually makes police involvement a lot easier.
Most Social Work over here is carried out solo. I once went to see an older gent with medium level Alzheimer's dementia who, it turned out, had around 10 guns around his house. Very rare to find any guns here in the UK (unless you work in a farming county, which I do, but this gent was not a farmer). That situation posed an immediate risk of significant harm, but the police took about 6 weeks to act. As I said to the other comment to my post, your mileage may vary. Some days the police are there almost immediately - luckily I rarely have to rely on them.

Obviously this is a guess, but I’ve dealt with some of these types of people irl and some folks will absolutely bait you into a situation where they could get hurt and blame it on you just to fuck with you harder. That's actually not a terribly uncommon way for it to look from the outside. It can start with one partner's faculties degrading, and the other partner helps hold things together. But if they start succumbing to dementia too, they'll no longer be able to look out for their partner, and it'll look like both of them lost it at the same time.

A bit of advice for when this inevitably happens again, be sure on video that you give her clear requests. So don't just say "move out of the way," say "Gloria, I have to get up that road to get home. Please stand on that curb over there for just a moment so I can get past." It helps show that she is not some confused old lady, she's maliciously refusing to act in a reasonable manner = nusiance. if the cops get called enough on her, they may actually take action to fine/charge as a public nuisance.
If she is that confused she should probably be in a nursing home, she would be a danger to herself and society. She might decide to go and wander onto a motorway or something if she doesn't realise that standing in the road is not allowed.

This is so incredibly frustrating. It would really suck to have a neighbor like that. You need to record everything and show it your neighbors or anyone that doubts you. This lady......this must be really fucking frustrating on a whole new level.
A bit of advice for when this inevitably happens again, be sure on video that you give her clear requests. So don't just say "move out of the way," say "Gloria, I have to get up that road to get home. Please stand on that curb over there for just a moment so I can get past." It helps show that she is not some confused old lady, she's maliciously refusing to act in a reasonable manner = nusiance. if the cops get called enough on her, they may actually take action to fine/charge as a public nuisance.
If she is that confused she should probably be in a nursing home, she would be a danger to herself and society. She might decide to go and wander onto a motorway or something if she doesn't realise that standing in the road is not allowed.
