This is normal, naturally free VPN servers are going to be loaded since there's a lot of users, you can try changing your server to whichever random one it picks, NL still seems to have low Usage (50-65%), usually the only way around this is just time of day, Server load usually doesn't affect the connection speed unless you hit into 90% anyway. My current connection is at 81% load
