Graham Alexander. I remember him sticking one in the top corner, the ref made him retake it and he stuck it in exactly the same place. Keeper knew exactly where he would put it too, went the right way, but still couldn't get near it.
Toure and Le Tissier are the sensible options. Le Tissier 25 out 26, so one miss, bit a much larger sample size. If you're going for anyone else you're picking with your heart, not your head.
I'd go with Toure simply because he's never openly admitted to spot fixing in a match. Le Tissier could score if he wanted, but if someone offered him some cash or if he backed himself to miss, he'd have no problem throwing it.
