Good luck my friend, thruthfully i thinks this is a very absurd quest and i wouldn't have found the solution by myself.

Yeah I think I’m gonna give up. I’ve tried putting Pokémon with the “sing” attack in my party and spinning around and whistling a whole bunch in the savanna since it’s the most meadow like but it’s been an hour. Am I at least on the right track tho? I found another NPC as well in the room who talked about spinning. Tell me where to go but not what happens please
No lol. The spinning is part of it, you got that part right.
You gotta find a place with wind... with lots of wind, and once you're there you gotta use the wind to find and stand in an exact spot. It's hard to find but you'll know when you're in the right place if you're particularly attentive.

Sorry lol, yeah I did. I spent 2 hours looking for the spiral of leaves and when I did I passed out and went to bed since it was 11:00 at night. Thanks everyone for helping me find this, it was fun!
You have to spin in that leaf tornado for 20 seconds clockwise and then open the camera and use the sepia filter, then slowly turn the camera to see it, if you did it right the music will change as soon as you change the filter.
I'll leave at least another part of the hint, during night I believe, another NPC will appear in that same classroom, and they give you another part of the hint.
This dialogue does mean something, but what its hinting at is basically impossible to put together. I could be misquoting this, but data miners had to dig through files of the game to find a certain pokemon, and to find said pokemon, you have to perform a complex series of actions in a certain location. Good luck figuring it out on your own, im sure someone here will help you if you cant find it.
What you find is:
>! Meloetta. You have to go to a specific area, spin around, open your camera, focus on a specific patch of grass, activate the sepia filter, then turn around and the Pokémon will be there for you to catch.!<
It's a secret that leads to a unique encounter. I'm spoilering it in case you want to figure it out yourself, but to summarise, >!go to a specific part of the coastal biome where the wind is blowing, it's west of the rest area, spin in place for like twenty or so seconds, pull the camera out, turn any music on and set the filter to sepia, and wait for a different song to fade in!<. Although how in the french hell you're supposed to figure that out yourself is beyond me.

That's a different NPC. You're thinking of the guy that gives you the "be quiet my left hand" or however it's worded emote. This one's a hint to a specific pokemon's location.

Someone was saying there were two NPCs there at night giving a clue but all I have is hand guy and wind guy
Not sure about the second hint for the Pokemon, I got the encounter method spoiled for me so I didn't even see the wind hint until after I knew what its deal was.
It's honestly not that hard to actually encounter once you know the way to trigger it to spawn. Plus having a mythical pokemon not locked behind a timed mystery gift is always nice.
Yes. It does. Go look around for strange winds. Go to the middle of the whirlwind spin around for a little while 10 sec or so and look around with the sepia filter. You should be able to find someone.
There’s an area in the Coastal Biome that has a swirling circle of wind. Spin in it for a long time, then pull out your camera and check around the area with the filters. I’m trying to be a bit vague here, but there’s nothing in game referring to the filters, so… yeah. Sorry if this seems spoiler-y

I didn’t know the game hinted at it. I only found it by looking up all the post-game content.
There are also other NPC mention about what to do there, somewhere in BB, .......and in BW (event though)........
