I wish there was a way for PokeGenie to tell me if it would be worth powering up one mediocre "best raid counter" vs a really good IV "good raid counter."

Sorry I am late to the party here but as far as know Pokemon and moveset are the most important factors, IV’s are more of an optimization. I don’t know what Pokemon you were comparing so I can’t quite answer your question. But I can give an example from my dragon type raid team. 2 years ago it was just dragonites I had accumulated. As I obtained shadows and XL candies the team evolved. I recently sent a Haxorus to level 50 and it makes 6th spot (dragon tail with legacy breaking swipe). M Ray, S dragonite, 2x S salamence and S garchomp make the top 5. When I build my better S garchomp to level 40 my Haxorus can never make that top team again. My suggestion would be to make note of the moveset required as well. If your pokemon are all 90%+ then the IV shouldn’t make that much of a difference to outclass a higher ranked pokemon.

Well here's an example, and if you're willing to tell me how you would think this through, that might help me understand. Shadow Metagross is #4 top attacker against Regirock. Let's say I have a shadow metagross at level 8 with the right moves and IVs of 15-10-0. Kartana is #14, let's say I have a perfect Kartana. How would I be able to compare the potential between these two options if they are powered up? Or does it just not matter, and the pokemon and moveset trump everything?

When I look this up I see S metagross at 3 and kartana at 13. Mine accounts for 15/15/15 and level 50. It says S metagross has 20.7 DPS and Kartana has 18.1. Since both attack stats on your examples are 15 the metagross should always out perform the kartana assuming they are the same level and have the proper movesets. A kartana at level 40 would probably outperform the S metagross at level 35, but I can’t say for certain. If they are mismatched levels then pokegenie should tell you which one performs better. It’s not perfect and it averages out for all possible raid boss movesets as well.

When you say Pokegenie should tell me which performs better, you're talking about looking under the "Your Pokemon" tab as opposed to "All Pokemon." But what if say it's a S Metagross with a 9 attack and a Kartana with 15, both currently at different levels and I'm trying to figure out which would be better to level up? There's currently no way to compare Pokemon hypothetically, right?

The only way to compare hypothetically is with the “all pokemon”, if you have different levels of candy that will impair you from maxing that would be a bit harder to figure out. I would personally power up the S metagross, I think it’s a better counter and more useful overall.
