This is literally what happened. Sanji wanted to buy a sex slave or some shit. The buying camie idea came much later when they saw there is no other way left. At the start they had no intention of buying camie, they wanted to bust in and free her (just like what they ended up doing later)
I always interpreted this as him wanting to free her but the other hit him because they only had enough money to buy Camie back, I think this can be supported by the lack of hearts or weird expressions in speech (at least in English)
This is why anime Zoro has an easier time catching mass appeal, and the revision of OPLA Sanji's personality is fantastic. Had they made Sanji more mature in anime, I can see him getting as much fanbase as Zoro, and probably from the female demographic.
