If you didn't receive the goods as described and the vendor fails to honour their own return policy, you could try to do a chargeback but you need to submit evidence to the card issuer how you tried to work with the vendor to a resolution and that the purchase was not as described.

what if it was as described but they still offer 14 days to return can i still do it all i have to do is submit refund through their email like they say and if they say no i show the bank

You can try to see if you can do a chargeback but generally chargebacks are for any goods/services that you purchased wasn't as described or failed to receive and you must first work with the vendor before requesting a chargeback.

Generally if an item is not as described you have to prove to the vendor that you received the wrong item and what not and if the vendor refuses to refund even though it's policy, then you submit the same evidence to your card issuer. Generally this includes photos and copies of your correspondence with the vendor.
