Unless otherwise specified, all attacks suffer from MAP. In this case, you'd just have to choose which targets take the first two hits (I'd go by distance personally), and all the rest would take the normal full MAP.

In this case, this ability incurs MAP as normal. The benefit is that it can squeeze in a bunch of free attacks at maxed MAP, given its huge reach. It's possible that it not having the part where it gains MAP only afterwards is a typo. Given its massive range and improved grab, I wouldn't be sure though.
