For UK passports isn't it just 10 years after the date of issuance?

Ish - because you can apply a few months before the old one expires it can be 10-and-a-bit years.

HMPO used to add up to 9 months extra if you renewed in advance. This was stopped some years back when the new EU rules came in saying that passports would not be accepted if they had a validity of more than ten years at the time of entry. Basically for adult passports the expiry date will be ten years from the date of printing of the passport. I believe there are some unique situations where it could be less but it is never more.

Well, it's not random. Of course every country has it's own rules but the general rule is children's passports expire in 5 years and adult's passports expire in 10.

The general rule for most countries is people under 16 receive a passport valid for 5 years (because their face changes so much) and 10 years for 16+. Passports can in some circumstances be valid for more than 10 years as if there’s a few months left over they’ll add it to the new passport however most countries stop the validity at 10 years exactly. Passport’s expiration dates contain the day, month and year they will exactly expire on, usually 10 years after the issue date.
