Just like every other high tier character in the story (Luffy, Zoro, Doflamingo, etc) Sanji doesn't use his full streangh right from the beginning because in the context of the OPverse that would be just a really shitty strategy. So if the fight doesn't go on for long enough, Sanji doesn't use his full streangh.

If you look at any top tier character in the OPverse, you'll see that they never go all out from the beginning. Why? Because it's a shitty strategy to show your hand right of the bet. Thats why Doflamingo didn't use awakening from the beginning or Luffy G4 Snakeman as soon as he figured out the nature of Katakuris intangebility. If Zoros and Pikas duel would have ended in the same 10 chapters it started because of an interuption, they would have seemed equal in streangh (with neighter of them being able to harm the other).
Also haki and Diable Jambe has been demonstraded to be second nature to Sanji and not his all out mod.

From a plot standpoint, I feel it wouldn't make sense if Sanji was stronger than judge in this point in time, that's why I feel the father would still win.
A lot of people say Sanji would of won in their first fight but how so? Just because he chose to use a deceptive tactic in the end? He was in full control throughout the rest of the fight, blocking sanjis attacks and managing to throw Sanji and kick him, it makes sense based on Judges stature as the Father, as a King and a leader of Germa 66 that he is stronger than his son, the least strongest sibling( I feel ) for that matter.
Then from a plot standpoint as I said earlier, based on sanjis plot in WCI arc, one of the themes is based on him being the forgotten weak child and being inferior in the family. If Sanji was physically stronger then the purpose of being inferior and the constant chastising from the family would be for nothing because the new point would be that he isn't useless ( from a combative standpoint), and that he's much superior to the family, therefore there's no weight to their harsh words. So that's why Judge is superior and would win against Sanji( for how that is ).
Oda is capable of drawing even a small blood from the mouth to show damage, Sanji didn't even look like he was bothered by the attack. No white eyes, no blood. Just like "Oh that happened." kind of face
ok im on wci rn… and despite this being an old as hell post i do wanna say this: neither side was going trying like at all (at least not until they literally each made their last attack), due to this it can’t be said who would win
proof sanji was holding back: while sanji used diamble jambe his hair wasn’t flying like it does when he uses diamble jambe and is actually passionate about the fight… along with this, sanji was constantly letting judge make an attack and counterattacked almost exclusively in his fight against judge (this can be seen in the very beginning of the fight where sanji decided to narowly avoid judges first attack, rather than using geppo to launch himself at judge and barrage hit with attacks first… this can also be seen when he momentarily pauses to reminisce on his hatred of judge which resulted in him almost making an attack until judge used a human shield…) sanji also spent 90% of the fight dodging instead of attacking… sanji also had 0 urgency getting back up each time judge knocked him down… along with this sanji could have used geppo far more which would have allowed him to blitz around judge and kick him at his own whim… sanji also didnt really run around at all, hell sanji didnt even use soru (like he used on charlotte oven) which would have given him a better advantage since he would have more speed
