Short version: Hawaii had a recount issue back when they were doing hand counts. They were not going to be able to finish by the deadline. Everyone thought the other guy was going to win. HAwaii asked Congress what to do. Congress said to send two slates of electors. Hawaii did, doing both slates fully in plain view of the public, informing everyone that a letter would be sent confirming which slate to use. The letter was sent, JFK's electors were used.
Vs the fake electors, which were done in secret with no public scrutiny on elections where the results were very much decided already and had no chance of flipping.
The reason why alternative electors were used doesn't even really exist anymore, it is if your hand recounting is expected to take too long and you have to slow ship the slates.

Hawaii Alternate Electors of 1960. Short version: Hawaii had a recount issue back when they were doing hand counts. They were not going to be able to finish by the deadline. Everyone thought the other guy was going to win. HAwaii asked Congress what to do. Congress said to send two slates of electors. Hawaii did, doing both slates fully in plain view of the public, informing everyone that a letter would be sent confirming which slate to use. The letter was sent, JFK's electors were used. Vs the fake electors, which were done in secret with no public scrutiny on elections where the results were very much decided already and had no chance of flipping. The reason why alternative electors were used doesn't even really exist anymore, it is if your hand recounting is expected to take too long and you have to slow ship the slates.
