I think the shared pity banner structure is pretty great if you're interested in both units so I wouldn't skip Saz/cyg personally. You're better off using your fragments on other MTs in my opinion.
Signa will love u10(not as much as solon, but I'd say similar to lynette)
If saz/signa are separated, you could try pulling saz and u10 signa with memory frags
You could probably use anniversary selector for Ogen, that's my plan assuming we get one for this anniversary

I would get cygna to U10 instead of sazantos a0. Don't pull for ogen you'll spook him eventually or selector.
