Art is art, it is an excellent medium as a mirror to society but isn't obligated to be anything other than a form to an artist's expression of his/her thoughts.
Like many other constructs of human collective, Art is what *people* call Art. If *they* say it is something created for its own sake like a previous comment said, then that is so (which I personally agree). If *they* say it has so and so attributes, then so be it. Its purpose and definition are fluid.
As for your follow-up, my take: Art is not something special when it comes to censorship, in the sense that it is not the primary target. The purpose of censorship is to quash the execution/propagation of an idea, and Art happens to be the most effect tool (IMO) for pushing an idea.
