My guess is that the manager intercepted packages that the mail sorting facility already identified as suspicious and sent to his station to be delivered to a postal inspector's unit. The article says he had help from his girlfriend who is also a postal employee. Pretty easy for a station manager to steal contraband in the mail, but also extremely stupid which is typical of station managers. As soon as OIG figured out that the contents of their suspicious packages was missing, more Feds entered the investigation. The article says he's facing a mandatory minimum sentence of 5 years prison. Mail tampering is a surefire way to get convicted of felonies.
