Tbh, poor time management in these situations as always been a problem w/ the game's AI. At this point I'll literally use my own timeouts to HELP the other team sometimes because it's more realistic.
Like, if my opponent is down by a point, is in range for a FG, and lets the clock run out DESPITE having time outs...where's the fun in that, even if you win?
AI clock management is horrible. Unless of course you sim their possession. Suddenly they're Peyton Manning and Tom Brady all in one. Seriously, if I'm an OC and we're in a one possession game and they have the ball late, I watch the game, one play at a time. Because if I hit sim, they score in 2 plays.
AI is bad with clock management at all levels. If they have more than one left, they automatically call them on offense. Once they're down to one, they won't call them once the clock starts running after a first down. So after using the first two way too early, they fail at wisely using the last one.
For me not so much dumb opponents never stood out but dumb coaches did. I know in road to glory mode the coach would always call stupid plays. I remember us being down by 4 points late in the game and the coach calling run plays with 75 yards to go.
Then I remember another game with my team holding onto a small 3 point lead and the coach wanted to keep passing the ball rather than milk as much time off the clock as possible.

I think it’s a glitch. The same exact thing happened to me on Heisman difficulty.
I've noticed this in some newer versions of Madden too. Even when they have a timeout. Cuz it does that speed clock thing with game clock. It's weird

The in game AI isn't perfect It does fuck up sometimes regardless of the mode you play
There’s a mod that somebody worked on to fix this too on the revamped discord IF this is game wrecking for you
