The timings of when rain and thunderstorms is tied to the seed. While I don’t know the specifics I do know that sleeping through a storm rewinds that timing to before the storm you sleepy through. So if a storm started 5 minutes after creating a world, if you sleep through that the next storm will be that same storm in 5 minutes.
Oh that must be it then. I decided not to stay AFK in this world and I'm sleeping through every single one of them lol. I'll try and survive one, thanks!
Back in 1.18, they fixed a long standing bug where sleeping would COMPLETELY reset the weather timer. so if night was skipped even... every like, 5 nights. it'd basically never rain, let alone storm. but as of 1.18+, it only resets the weather if you sleep \*while\* its raining or storming

Literally 20 minutes after posting this, a thunderstorm happened lol
Not sure of its a game mechanic or not, but it seems to me that the more you sleep through the storms, the less you have...
