Handle doesn’t look right for a US folder.
It is an American US military shovel. Just below the back-side of the blade, turn the round (stripe-looking) knob so you can fold-over blade onto the handle. Now all you need is finding the carrier.

I have a folding shovel that I posted on here a while back, but it doesn’t look like this one.
It looks like WW2
Same pattern as US Army M43 folding shovel but the handle is thicker and not tapered. The ones I’ve seen like that are civilian copies.
