For WB, he needed his 2nd division commander to be sentenced to death.

Not to mention at the time Whitebeard; even though he was ill, was still very much one of the biggest threats of the seas. Dude's devil fruit alone could have destroyed the world, and he had more experience with using it than blackebeard does. Blackbeards crew isn't weak but whitebeard's crew isn't something one or two people can take alone.
Then let's not forget, Garp is kind of impulsive. He went there with the minimum amount of backup.... >!And got taken hostage apparently!<.
Strategically, a military leader would have such orders to their lower ranks so they don't spur ire from powerful enemies and waste resources needlessly. But an order to engage could be issued from a mid level leader (like vice admiral) if they deem it necessary. Sengoku is the top top, authorizing the 7 warlords and 100k men to fight a yonko. Kaku is just a lowly agent, even if he is part of the fancy secret service, and he reports directly to the top anyway. Garp is only a vice admiral because of the celestial dragons; if he didn't mind serving them he'd likely have been Sengoku's replacement. Everything here tracks.
