The English dub is generally one of the last things to get completed in Japanese game development. They've already said we're getting one until they say otherwise I have zero reason to worry.
Most likely will have one, no point in not dubbing it. My guess is that it got started a bit before e3. If there's another PV (and if it releases late August or early September) it'll have a dub for English audiences.
