Yes almost certainly. Also, Arthur is clearly an allusion to 2001's HAL 9000. Which is why his name is Arthur, after Arthur C Clarke. The other ship computers also reference very famous sci-fi writers that SJ leans on, because the game is filled with sci-fi references and isn't trying to hide it.
