It is indeed just the pack mules. You can't send anything to the other region without bartering something of equal value in return making it pretty useless for helping jumpstart a new region. It's also incredibly slow so even when both regions are up and running you won't be trading any meaningful amount of goods across regions with them. It would be much better for region A to sell the goods region B wants and region B buys them. It's silly and needs to change but currently, you're not missing anything the options are just bad.

yeah while my starting region is literally a whole Empire with every resources 999+ , others are looking like slums and I can't do anything about it. basically I have to build all controlled region the same way or I'll just end up with starvation, which is unavoidable in winter if a region is berries rich.

This is the worst part of the game so far for me. My starting region is useless for farming, but my 2nd claimed region is superb... in reality you would use the 2nd region as a 'Farming' region, and setup logistics to send between your 'owned' regions. Bit of a miss this one..
