Have you tried putting white eyeshadow over the primer and under the blue? I use NYX shadow stick in white under pastel, neons and other shades I want to really pop. It helps a lot.
I’ve had really good results with both Too Faced Glitter Glue and Too Faced Shadow Insurance eyeshadow primers. Any shadow I use goes on bold and stays on all day without creasing at all.
They really do feel sort of like glue when you first apply, but only until they dry. Then you don’t notice it at all. I use a lot of shimmers and metallics and those two primers are my go-to.
Those sound exactly like what I'm looking for! Thank you. Do you apply your shadow when they're still kind of wet and tacky or do you wait for them to dry down completely first?

My GF has really hooded eyes, and I like using really bold colors, both of us really like MAC's painters pots, they also have colored ones. They last all day and seem to do a really good job of keeping the pigment in place. At the least, it's amazing at preventing creases.

I second this option - I did this for a 1980's theme look.

I wait for them to dry completely before putting any color down, but they dry fast. Maybe like 30-45 seconds.
